Oklahoma City consists of no exact districts that everybody agrees to, but roughly: the Paseo (artists, free wine in the first Friday of t month in most galleries) Downtown (few sandwich places and clubs, and a very helpful library) The Asian District (try Cao Nguyen for cheap good food) Bricktown (where the rich act poor, try the pedicab)
It's pretty confusing to make on foot at first, but once you get the hang of it, it's fairly easy.
Police enforcement in Bricktown and Downtown are stricter than the rest of the city, but the Paseo lacks any most of the time. NEVER admit or even joke about homosexuality with these cops, they're the biggest homophobes in the country, and some cops are racists (but not many these days).
There's heavier population in the center of the city, and everyone from throughout the state comes to Downtown on the weekends, not a good time to steal.

The Food Bank doesn't give out food to beggars, but gives it to homeless shelters, which are mostly in the northern part of the city. The cheapest food that doesn't taste terrible is Cao Nguyen, on the border of the Paseo and Asian district, it has ethnic foods, vegan and vegetarian food, candies, drinks, fresh sea food, and fresh produce, and most of it is under $5. You can buy a full stalk of aloe vera (about 3 feet of pure fiber and protein) for $1.49. As soon as you walk in, on the right is the discount section, where you can buy all sorts of weird foods for half the price you'd find any where else in the city.
The first Friday of every month is Gallery Walk in the Paseo, so they have cookies, coffee, wine, and all sorts of other finger foods all out just for people looking at the art, so walk on through and grab an Oreo.
