The chances of a toy cap or even many ignighting the smoke solution is pretty low although the smoke solution will work well once ignighted. better to use a fuse and not risk the chance of a real working impact bomb from going off in a pocket. 3rd degree burns really suck.

There is another, more complicated method to improve the smoke bomb below that removes the need for a fuse and allows the bomb to combust on its own when it is thrown hard at the ground, however, its reliability is debated. You will need to aquire (lift, buy, whatever) one magnesium firestarter, some roll caps (y'know, for the cap gun, the toy kind.), and some tape.

First take your magnesium stick and shave a noticable pile of it onto a piece of paper with a knife. Set aside for a bit. Take your saltpetre and sugar and mix them on your hot plate. When it reaches its peanut butter/plasticky state, turn the heat WAY, WAY down or OFF. Now quickly take your magnesium shavings and mix them into your smoke bomb plastic as it cools. Be sure to have it spread through the mixture as evenly as you can. Then scrape out the plasticy substance, and as it cools shape it into little balls, or one big one, depending on how much material you have made. (little hand-sized balls are best, from golf ball to tennis ball size. the bigger the ball the more roll caps you need.

Now take your hardened smoke bomb ball, with magnesium embedded, and wrap it in roll caps. Then wrap the strips of caps over in tape (masking or duct tape is best)

The cap gun caps should be enough to ignite the magnesium, which in turn burns the smoke bomb material, creating smoke.
